It seems to me that the <br /> question of getting the people who voted on the first to vote <br /> on the second is one of education ahead of time. I think you <br /> are planning a certain amount .of public education and I 'm sure <br /> that people who are interested in the outcome of this issue <br /> will certainly make the news known to the public through the <br /> press and radio and maybe, hopefully, television. The wording on this handout is shall the <br /> charter provide for the confirmation of department heads? <br /> I wonder if it shouldn ' t say. . .for the confirmation <br /> by the council? That ' s our intent. I 'm sure a lot of people <br /> realize they can only be confirmed by the council but I don ' t <br /> k'hbw if the voting public would realize that.
