MR. ARAKAKI: Correct. I was able to anchor <br /> this down because I had some figures to bargain with. <br /> Actually, the cost of the Maui one was $2,800 because the <br /> $300 extra was sept to Japan for proofreading for proper <br /> interpretation of a legal document. We decided not to send <br /> them to Japan so we will save the $300. The same thing with <br /> the Ilocano one. The Ilocano one was $2,680, instead of <br /> $2,500. The $180 was paid to this individual for proofreading, <br /> for the actual time performed, but I was able to have an <br /> agreement that proofreading on work done, typeset, by the <br /> Tribune-Herald--the cost of proofreading will be included in <br /> this amount also. <br /> CHAIRMAN SAKATA: Do any of the other <br /> commissioners have any questions to ask Mr. Arakaki on the <br /> printing costs and budget? Nothing? Thank you very much, <br /> Mr. Arakaki. <br /> MR. ISHIDA: Mr. Chairman. Before you go into <br /> the business of the day, I would just like to orally express <br /> my appreciation to my fellow commission members for consenting <br /> to my request of last week. I know this creates somewhat of a <br /> burden upon us, but, again, I just want to take this time to <br /> express my appreciation to all of you. <br /> ARTICLE III CHAIRMAN SAKATA: We will go into the business <br /> SECTION 3-2: of the day which would be the finalization of <br /> the charter revisions. <br /> When I left and in the next one of the meetings <br /> I think a motion that was on the floor was deferred. It was <br /> Mr. Trulson 's motion and this was deferred to the next meeting. <br /> The meeting was postponed last week and action on that was <br /> deferred until this one. Mr. Trulson, what was that motion? <br /> MR. TRULSON: That motion was to amend the <br /> ballot to have a single option and that was the 5-4 council <br /> makeup. The five from the 4 representative districts. . .one from <br /> district #1, two from district #2, one from districts #3 and #4. <br /> And four at-large. The at-large would be 4-year terms. The <br /> districts would be 2-year terms with district residency require- <br /> ments. That' s the motion. <br /> MR. CADINHA: I second. <br /> CHAIRMAN SAKATA: Any questions on this? <br /> MR. TRULSON: Mr. Chairman. I would like to <br /> comment on my reasoning for the motion. <br /> I feel that we need the 9 member council. I feel <br /> that the 5-4 with this type of setup will give each district a <br /> majority representation. In other words, each person in each <br /> district is voting for 5 councilmen which is a majority of the <br /> council makeup. <br /> -3- <br />
