If you were to pick up the one with the attached) <br /> bubbles--so that I don ' t take up too much time, I'm just <br /> going to run through this really fast. If you have any <br /> questions, at any point, please feel free to interrupt. <br /> Figure I, which talks about the Legislative <br /> Branch, which is Option #2, gives a breakdown of what the <br /> Charter Commission proposes. Which is a seven member council, <br /> two at-large council members, four-year terms. Five district <br /> council members, and it gives the districts that they will be <br /> representing and the number of years of their terms, two-year <br /> terms. Are there any questions on Figure I? <br /> We' ll proceed to Figure II, Legislative Branch/County <br /> Council Attorney. Call it proposed amendment #2. This talks <br /> about the hiring of a council attorney and staff for legal <br /> assistance. Corporation Counsel will remain chief legal <br /> advisor for County of Hawaii. Questions? <br /> Proceed to Figure III, Initiation of amendments to <br /> general plan. This also gives the authority to the county <br /> council to initiate general plan amendments. <br /> Proceed to Figure IV, Sunset Law. This is a program <br /> that the county council reviews all programs every four years. <br /> Figure V, Planning Department/Director & Planning <br /> Commission. Proposed amendment #5 gives the Planning Director <br /> more authority to process zoning, special exception applications <br /> and be in charge of variance approvals. Questions on Figure V? <br /> MRS. KOBAYASHI : We forgot to mention that the. <br /> figures coincide with the Introduction. Remember the <br /> Introduction that was passed out last week? We're following <br /> that. <br /> MR. KIKUCHI : Excuse me. Maybe to clarify. .what ' s <br /> going to happen is the bubbles are going to be here (newspaper <br /> supplement copy page) and the narrative that was proposed, that <br /> was submitted last week (Introduction attached) will also be <br /> here. So that the narrative description of what the bubbles <br /> are saying will be there in full content. <br /> CHAIRMAN SAKATA: Mr. Kikuchi , I have one more question. <br /> You know the Introduction that you handed out last week? Is <br /> that date supposed to be 1969? <br /> MR. KIKUCHI : Oh, I 'm sorry, ' 79. <br /> CHAIRMAN SAKATA: So that will be January of ' 79? <br /> MR. KIKUCHI : Right. <br /> 'Can we proceed to Figure VI? Department of Water <br /> Supply. It talks about eliminating the semi-autonomous nature. <br /> The control and supervision of Mayor. Mayor appoints director- <br /> confirmed by county council. <br /> -2 <br />
