MRS. KOBAYASHI : When this was asked of Mr. Kikuchi <br /> by Mr. Arakaki , I wondered if. this was something that our <br /> Commission is responsible for. I wondered if the Clerk's <br /> Office might not be responsible for. Is that not part of <br /> ballot translation? <br /> MR. ARAKAKI : No. . . <br /> MRS. KOBAYASHI: What about the Ilocano one? <br /> MR. ARAKAKI : The Ilocano one can be done in Hilo. <br /> . . .The Japanese with The Hawaii Times. The Japanese is much <br /> more difficult. . . <br /> CHAIRMAN SAKATA: That means then that the expense <br /> of sending him will fall on this Commission. <br /> MR. SENSANO: Mr. Chairman. I'm looking over the <br /> sample ballot, here, and I don 't know, maybe this is not <br /> important, but the "County Council: Composition and Terms"-. . . <br /> I wonder why the format is different from the others. (attached) <br /> The other items. . .the present position of the <br /> Charter is not mentioned, only the proposal. And on the <br /> bottom there is a "no" provision. . .while there are two "yeses" <br /> on the bottom here. <br /> (At this point, 4:40 p.m. , Mr. Trulson was excused. ) <br /> MR. ODA: Mr. Sensano, I don 't understand the <br /> problem. <br /> MR. SENSANO: You know that second column, here, <br /> immediately after the question is the "yes" or "no". <br /> MRS. KOBAYASHI : Could it not be "yes" or "no" <br /> Option One and "yes" or "no" Option Two? <br /> MR. ARAKAKI : There would be two options then. <br /> There is only one question. <br /> MRS. KOBAYASHI : Oh, because it is only one question. <br /> CHAIRMAN SAKATA: Excuse me. Will you people speak <br /> into the microphones? <br /> MR. ISHIDA: Let' s take a hypothetical let ' s say <br /> eleven people went in to vote. . .five of them voted for Option <br /> Two and four of them voted for Option One. The remainder did <br /> not cast a vote foreither one. What would the result be? <br /> MR. ODA: The five vote prevails. If people plunk <br /> and don 't vote, that's their prerogative. Only those who <br /> actually cast their ballots, assuming that the ballots are <br /> correct--not spoiled or anything, those. . . <br /> -7- <br />
