MR. ISHIDA: I have a problem with that that you <br /> are, in fact, taking away my right with a majority vote. <br /> MR. ODA: Well, it' s the choice of the voter, when <br /> they enter the voting booth, what they want to vote for. <br /> They don ' t have to vote for every. . . <br /> MR. ISHIDA: If I want the present system to remain, - <br /> why should I be forced to vote? <br /> MR. ODA: Nobody is being forced to vote. They <br /> don't have to vote. <br /> MR. ISHIDA: If I don 't vote, you're saying that <br /> my vote is not going to be counted. <br /> MR. ODA: That ' s right. They have a choice. If <br /> you want it to count, then you have an option of voting. <br /> MR. ISHIDA: I have problems with that position. <br /> MR. ODA: Assuming that that person wants it to <br /> count, then the option is there for them to vote. If they <br /> don ' t want to vote, that 's their business. But, then, °of <br /> course, like anything else, whether it 's a Section 3-2 <br /> amendment or anything else, if they don ' t vote, it doesn 't <br /> count. just like you physically didn't even go to the polls. <br /> Which you have an option of not doing, either, as well. <br /> MR. ISHIDA: I have problems with that. <br /> MR. ODA: Theoretically, I think, it' s a possibility <br /> that something like that could happen. I don' t think you are <br /> being denied anything. You have exercised your right not to <br /> vote on that. <br /> MR. ISHIDA: If you voted for a candidate, that <br /> person doesn ' t have a right to remain in office after election <br /> day. But in this case, the present system would continue <br /> unless it is overridden by a positive vote. This is the <br /> problem I have. . . <br /> MR. SENSANO: Mr. Chairman. I think that the ballot <br /> as it is would accomplish_ the purpose which we hope to <br /> accomplish. But, you know, I 'm thinking, I 've- helped quite a <br /> few Filipinos become citizens, and this might happen. . .okay, <br /> on the right hand side of the ballot--I guess this is the back <br /> section, right? Okay, after the question is a "yes" or "no" <br /> but this first one is different. <br /> Supposing I say that one of those that I have helped <br /> to become an American citizen should look at this and say, <br /> well , I don ' t want Option One, I want Option Two but, then, <br /> as on the other side, he will probably not go to Option Two on <br /> the bottom, he will just take the first "yes". Which, in this <br /> case, he is voting for the wrong thing. But, I think. it will <br /> accomplish the purpose for which we have decided this.
