I think <br /> the way you were trying to explain, the first question that <br /> we have on the choice between two council setups is different <br /> than the other ones. The other one is "yes" or "no" on one <br /> individual question but this one here you have a choice. <br /> MR. OMONAKA: It ' s the same thing. <br /> MR. ARAKAKI : No, the other one is not a choice. <br /> MR. OMONAKA: This one should be. . .are you in favor <br /> of an amendment which allows for a change in the.'council <br /> makeup which is this yes, or, no? I would prefer that. <br /> MR. ODA: That is another way of doing it. <br /> MR. OMONAKA: Then that would conform with all the <br /> rest of the other ballot questions. <br /> MR. ODA: The problem with that--it ' s not really <br /> a problem--but people will not know what the present one is, <br /> that 's the problem. <br /> MR. OMONAKA: Well, if you use that rationale, then, <br /> they won ' t know the other ones either, then, the other questions. <br /> The Sunset Law is an example. <br /> MR. ODA: Well, these are new provisions, right? <br /> MR. OMONAKA: But, what kind of authority does the <br /> Planning Director have? Or, was the Water Department a semi- <br /> autonomous body? You can go on and on. <br /> MR. ODA: I thought that this Commission had already <br /> made an understanding in principle that Section 3-2 would be <br /> --that there would be further need to have more specific <br /> language in there so that people will not be confused as to <br /> what they are voting for. Not that the others are not <br /> important or will not be confused, but, 3-2 was to be given <br /> special attention in that respect with regard to the present <br /> option and the proposed amendment. If you want to change <br /> that, that is your option. It's up to you folks. <br /> -9- <br />
