It is my feeling that we would be better represented <br /> in the bounty council if we adopted a one-man, one-vote principal. <br /> I 'm sure in other hearings you have heard a good deal_ab_out this <br /> and I would like to support that thought. My feeling being that <br /> we could do better without at-large representation with a re- <br /> districting, if necessary, to make the necessary population <br /> adjustments so that we would be represented by our own district <br /> representatives in the county council. It would seem to me that <br /> this is far and away the fairest and most equitable and most <br /> efficient system of representation among communities in an island <br /> of government such as ours. <br /> I realize that this poses some problems due to <br /> the fact that we operate in a time cycle not in accordance with <br /> the ten year census.
