MR. ANDERSON: As there would be, I recognize <br /> that. Wasn ' t there a time in this county when Puna and Ka' u <br /> were in one district? This kind of arrangement has been seen <br /> before here and I recognize that would be necessary, yes. <br /> MR. ISHIDA: Mr. Anderson. Under the present <br /> system where the county council is elected we have whatwe call <br /> a partial type of district representation where you can run at- <br /> large. You do not feel that would meet your requirement how <br /> councilmen should be representing? <br /> MR. ANDERSON: I have heard arguments both <br /> ways. Very compelling arguments both ways. I have even heard <br /> the argument that some people do not want any district represen- <br /> tation at all , they prefer to see all at-large representation. <br /> There is a wide gamut of choices here. I personally feel , and <br /> others that I have talked to in Pahala feel that for our <br /> district and for Kona' s district or Honokaa, or whatever, to <br /> express our thoughts best in-a county councilman we would be best <br /> served by our representative who serves no one else and elected <br /> by the electorate of our district only. <br /> MR. ISHIDA: Have you attempted to devise a <br /> districting plan or any system as to how this island could be <br /> districted? <br /> MR. ANDERSON: No, sir, I have not. Beyond the <br /> fact that I recognize the necessity for rather large geographical <br /> areas involved with one district and a very small geographical <br /> area involved with another. But I see no particular disadvantage <br /> in it. <br /> MR. ISHIDA: I see. There has been one <br /> proposal presented to the commission that we should maybe use <br /> the present representative districts. In other words, where we <br /> have currently five representatives in the state 'legislature from <br /> the Big Island we should keep that representation and the re- <br /> maining four run at-large. I know you currently don ' t have any <br /> recommendation as to how this districting should be made but I <br /> take it you feel some type of districting should be done. Do <br /> you have any views on that proposal? <br /> MR. ANDERSON: No, I 'm sorry, I would have to <br /> think about that further. <br /> MR. ISHIDA: On the issue of ceiling on spending. <br /> Do you have any standard which the commission could consider as <br /> some kind of standard which we should use to determine what the <br /> ceiling if any should be proposed for the county? <br /> MR. ANDERSON: Recognizing the pressures of <br /> inflation we all live under today, I would think the basis to <br /> any workable plan would be a recognition of a certain increase, <br /> inflationary increase. Whether it is just the gross national <br /> income. .there are any number of bases that can tell us that and <br /> I leave it to the experts to pick the one that would be best <br /> suited to our needs. But certainly we must recognize that the <br /> cost of running any government goes up just like the cost of <br /> - 6 - <br />
