MR. YANAGA: I have this question,: <br /> Mr. Sameshima. Let ' s say, for example; that you cannot find <br /> a capable city manager from this island. And, let' s say, <br /> you get somebody from outside. He will be bringing in his <br /> men from outside, also.. <br /> MR. SAMESHIMA: . No, he will have to select <br /> here, first, on this island. If we have a good manager, a <br /> good manager, he can go and hunt around. He can go and fish <br /> around for people who can really work under him who can run <br /> a good business . It ' s going to be non-political. Today, <br /> everything is politics. The guy who contributes the most . . <br /> whether he is good for nothing , or not, you get the position. <br /> That ' s exactly what ' s happening. If we go by the policy <br /> where the nine councilmen select a good manager, a good <br /> business manager to run our county government, I think there <br /> is no mistake. A lot of times this County Charter--we don ' t <br /> need to use this . But providing we have Initiative, Referendum <br /> and Recall with no strings attached ! This is a must !
