Basically you gather that I subscribe very wholeheartedly to <br /> that which we have advocated as a study group. The Sunset <br /> Laws I think dare very desirable. They would result in the <br /> termination of all ordinances and laws on a periodic basis that <br /> would be set so that unless they were re-enacted they would die <br /> automatically. That is the only way you can purge the record <br /> of it. Historically, we have seen cases where old ordinances <br /> have been :dragged up and revived after they were dead for seventy <br /> or eighty years and made applicable--nowhere approaching the <br /> original intent, but nevertheless they were a useful technical <br /> dodge. This is one of the major advantages of cleaning the slate <br /> and starting over--quite aside from the real economy of every <br /> operation whether it is a business or government has a certain <br /> amount of momentum to it and expenses keep going unless they are <br /> terminated and this is one way of making sure that they are <br /> terminated and only reinstigated when they will be useful and <br /> justifiable. <br /> MR. CADINHA: Do you have any specific duration <br /> or length of time in mind? <br /> MR. MURRAY: I would say that if we had it on <br /> an every eight or twelve year basis , assuming a four-year term <br /> because they don ' t accumulate that fast but that should be <br /> enough to make sure that the original intent :is well known and <br /> it can be referred to and decided whether it needs to be <br /> reinstigated or not because sometimes things do get lost with <br /> turnover personnel. It shouldn ' t be too long, but it shouldn 't <br /> be too frequently. I think that eight or twelve years--perhaps <br /> even twelve years would be desirable because that would only be <br /> two-thirds as often. <br /> CHAIRMAN SAKATA: Thank you, Mr. Murray. <br /> Next we will call on Mr. Jay Maixner. <br /> MR. MAIXNER: My name is Jay Maixner and I live <br /> in Kainaliu. Please excuse me for reading my statement to you <br /> because for clarity and to cover everything I have written it <br /> down. <br /> The first issue that I would like to discuss is <br /> the election of the council . The exact number of councilpersons <br /> is not so important to me as is the method of their election. <br /> I support one councilperson per district with none being elected <br /> at-large. This will better enable each councilperson to <br /> represent the needs of their districts. But , rather than to wait <br /> for and depend upon the accuracy of the 1980 census to determine <br /> the districts according to population , as others have suggested, <br /> I submit the following proposal. Go to the property tax ledgers <br /> and divide the county up into districts of equal tax contribu- <br /> tion. This method would not only be accurate but would also <br /> allow the people a say in what is done with their tax money in <br /> direct proportion to their contribution. The tax payers are <br /> supporting the county agencies and the taxpayers should have the <br /> say as to what services should be provided. <br /> -12- <br />
