Thank you. <br /> MR. TRULSON : Mr. Maixner, with reference to <br /> your comment on Initiative and Referendum, are you proposing <br /> changes to the original Initiative and Referendum that is in <br /> the charter now? <br /> MR. MAIXNER: Well , I will be honest with you. <br /> I really don ' t know what restrictions are in there but I am <br /> basing my statement on what I read in the West Hawaii Today <br /> about removal of restrictions that are now existing there which <br /> would put control back in the hands of the people. <br /> MR. TRULSON : One other question regarding <br /> your proposal of a freeze on new hiring in government. How <br /> would you propose you judge as to when or when not an employee <br /> could be hired? How would you judge that, what kind of a <br /> scale? So many men per unit or how would you go about this? <br /> Have you given any thought to that? <br /> MR. MAIXNER: I 'm not sure. exactly what you ' re <br /> asking. <br /> MR. TRULSON : You say we should only rehire when <br /> somebody retires, or is fired, or leaves for whatever reason. <br /> MR. MAIXNER: Yes. <br /> MR. TRULSON : Okay, unless it is absolutely <br /> necessary. But who is to judge that? <br /> MR. MAIXNER : What is necessary? I didn ' t even <br /> say"unless it is necessary. " I said if it is necessary to hire <br /> people in one area then take, them from another area that is not <br /> performing, or not producing. There would have to be a limit <br /> on how long you would hold it at the existing level. You are <br /> going to have to hire new people as the population grows, that ' s <br /> obvious. I was pointing out that it is growing at more than <br /> 200% of the population growth. If we could hold it until the <br /> population growth catches up a little and then have them run a <br /> little more simultaneous to each other rather than having it <br /> growing in proportion to the population the way it is. <br /> MR. ISHIDA: ' Mr. Maixner, on your representation <br /> based upon - ax- contributions , and you also stated that you would <br /> like to see restrictions on tax assessments of residential and <br /> agricultural lands. I take it on that theory that the result or <br /> the effect of it is such that the areas that do have residential <br /> and agricultural land would be limited in their representation, <br /> that they do not deserve as much representation ,aa;;,those areas <br /> which have high tax assessments . Am I interpreting you correctly? <br /> -14- <br />
