MAIXNER: Actually, what I am saying is that <br /> to hold down taxes on residential and agricultural so that the <br /> people in Hawaii that want things to remain as they are and don ' t <br /> want their property values to escalate and would just as soon <br /> their house is worth $50, 000 as $250, 000 that thosepeople--their <br /> services should not be increasing, they shouldn ' t need more <br /> representation because they--unless they don ' t have enough at <br /> this point--but what I am saying is that if a person wants to <br /> keep things as they are, wants their taxes to stay down , wants <br /> the property values to stay down, wants less government, they <br /> are not going to be contributing to government. People that are, <br /> let ' s say, like a new area that develops is going to put a lot <br /> more taxes in , those tax dollars should go to new services for <br /> those new areas that are putting that money out. <br /> MR. ISHIDA: That those areas should have heavier <br /> representation as far as the council is concerned, that ' s your <br /> theory, I 'm trying to understand whether_ that is what you are <br /> trying to say. <br /> MR. MAIXNER: What I am trying to say is__that the <br /> people that contribute the money should have a say as toIwhere <br /> the money goes. <br /> MR. TSHIDA: And this would directly affect the <br /> number of representation in the council? <br /> MR. MAIXNER: Yes , this would affect what areas that <br /> say you divided it up into nine areas and you had nine representa- <br /> tives , this would determine where the boundaries were on those <br /> nine areas. <br /> CHAIRMAN SAKATA: Thank you, -,Mr. Maixner. <br /> Next we would like to call on Henry K. Boshard. <br /> REV. BOSHARD: My name is Henry K. Boshard. I am <br /> pastor of Mokuaik`aua Church, but representing myself this evening. <br /> I just want to say that from my own observation <br /> over the past several years , there has been not only a drastic <br /> change in West Hawaii , but also a dire need in West Hawaii for <br /> two things. And one is representation and secondly, services. <br /> as re representation is concerned , <br /> Insofar p many <br /> months ago, I suppose, I forget exactly when I wrote in proposing <br /> a realignment or redistricting of the nine council members , <br /> emphasizing no at-large members on the council. Mainly, because <br /> I feel it is unfair for the remainder of the island, other than <br /> the South Hilo district. If you look to the record you will find <br /> all the at-large members that have been elected thus far to the <br /> council have come from South Hilo or thereabouts. <br /> Insofar as the number is concerned. . .whether it <br /> be seven or nine,"_perhaps nine as has been recommended by West <br /> Hawaii ,Committee ' s representative Stu Murray, that perhaps that <br /> is the most viable number to have council members. <br /> -15- <br />
