The points we made were ten points. I won ' t <br /> go into them. I think that they have been dealt with quite <br /> . completely. <br /> I ' ll read them. . .that is that the county <br /> council consist of nine members. That one member be elected <br /> from each of the nine districts. . .there be no councilman <br /> elected at-large. . .That the terms be four years and staggered. <br /> The nine districts be reapportioned following the 1980 census. <br /> That there be interim appointments when the councilman is <br /> unable to carry out his duties as a representative of the <br /> council . . . .That there be a balanced budget. . . .The property <br /> tax on any piece of residential property not to exceed 1% of <br /> its assessed value. . .with the assessed value not to increase <br /> more than 2% per year except When the - property is sold. . .That <br /> there be a provision of a Sunset Law. . . . and that all agencies <br /> and department heads appointments and removals be ratified by <br /> the county council. <br /> We feel that the council does not have enough <br /> strength. That there is too much strength in the position of <br /> the 'mayor. We would like to see this balance shift back <br /> somewhere towards center. <br /> I would like now to turn the mike over to iPalani <br /> and he can do the summation. <br /> MR. Our president is out of <br /> town at the present time. <br /> As a property owner in two districts and a <br /> business person here 'and a person who has served as you are <br /> on a charter revision commission, when I lived on the mainland, <br /> I can appreciate your dilemma in resolving all of the matters <br /> brought before you and trying to come up with recommendations <br /> that will stand the test of time in the future. <br /> I think that you will probably, in your <br /> deliberations , determine 'the more common forms of county <br /> government in 'use throughout the country have been the super- <br /> visorial system 'that we at one time had for a period after <br /> statehood© . .The type of county government that we have had <br /> for the past period. . .and the question now is what kind of <br /> county government will we have for the period in the ten years <br /> ahead. The one that has stood the test of -time best around <br /> the country is the one we have not yet tried. That is the <br /> one that is being advocated by the group tonight. It mostly <br /> follows what will over the future for this county be the <br /> best for all concerned from the experience of other areas-_'of <br /> the country.
