Having councilmen <br /> elected as they recommend and having the administration -as <br /> they recommended. It is certainly a change from the two <br /> procedures in the past. It is the format that is more commonly <br /> followed and it may be that the past forms that have been <br /> adopted at their point in time in our development may have <br /> been the more appropriate. But I think as our development <br /> proceeds this is the one that will be more responsive to the <br /> citizens of the entire island and not just be a means of <br /> getting the job done until we can come up with the right system. <br /> • MR. ISHIDA: I just want to make sure I under- <br /> stand you correctly. As I understand the general proposal <br /> that has been presented here tonight, is that basically the <br /> present charter, the form of the government as represented or <br /> exists in the present charter, is satisfactory except for the <br /> proposed changes that have been made. Is that what you are <br /> saying? <br /> MR. CROSBY: I would say that the existing <br /> charter has many good features. They have been ` winnowing <br /> down , by experience, from what we started with and there was <br /> further refinement with the last review and revision. Now, <br /> this is the third opportunity to refine it so that it will be <br /> more representative and more responsive to the whole citizenry <br /> of this island. <br /> MR.
