NOLAN: Yes. <br /> CHAIRMAN SAKATA: Thank you, Mr. Nolan. Next, <br /> we would like to call on Mr. William W. Moss . Mr. Moss. <br /> MR. MOSS : Mr. Chairman and members of the <br /> commission. I ' ll try to be as brief as possible tonight. I am <br /> representing the West Hawaii Committee, as I believe you already <br /> know. <br /> Since we talked to you some weeks ago and sub- <br /> mitt'ed in writing our proposals , we have had many discussions <br /> with others, among ourselves, and we have paid considerable <br /> attention to the testimony that has been given before you by <br /> reading your minutes. As a result, we have modified some of <br /> our views. <br /> I don ' t want to go into too much detail about <br /> them tonight because we will be submitting a letter to you within <br /> the next week before your deadline, outlining them in detail . <br /> So if you have any detail questions tonight, I ' ll be glad to <br /> field some of them but we have two members of the committee who <br /> are better prepared to talk on certain aspects of it than I am <br /> tonight and I hope I can defer any questions along to those <br /> gentlemen. <br /> Our overall objective in all of our proposals <br /> is a county government that is more representative of the people. <br /> That is more responsive to their priority needs and is more <br /> efficient. In those three prino,iPles, this is what we are trying <br /> to get at with the modifications to the present charter. <br /> To accomplish this, we propose direct election <br /> of the council members. We believe there;;should be nine and <br /> that it is the only really proper and fa-ir way for one-man , one= <br /> vote. We think there should be fiscal restraints on the budget, <br /> the debt, and property taxes . The numbers here that you have <br /> put in for a limit are very touchy. There have been many <br /> proposals made to you already and if you read the language of <br /> them you will find, in some cases, for instance, that one of the <br /> proposals would limit the debt to four times what it is today. <br /> Whereas, if you change two words in the proposal you would find <br /> that it would limit the debt to 25% above what it is today. <br /> So you have to be careful when you start talking <br /> numbers. None of our limitations, incidentally, are crippling <br /> -6- <br />
