but they will limit the accelerated growth of our county <br /> government. <br /> We believe that the approval of all heads of <br /> departments, all commission members should be a province of <br /> the county council , rather than just the two members that are <br /> required under the present charter. <br /> We think there should be a realignment of <br /> departments within the government which would reduce the number <br /> of department heads from ten to six, causing more efficiency <br /> through more clearly defined responsibility and controls. <br /> Five, we think we should eliminate all present <br /> commissions called for under the charter except the planning <br /> commission and the police commission. This would greatly <br /> strengthen the council ' s hand as to setting policy. It would <br /> make it very clear that generally speaking policy is ,set by the <br /> county council . The council members have often commented to us <br /> that when they try to correct something in a department as far <br /> as policy is concerned , they quite often find their hands are <br /> tied by commission actions not subject to their review. We <br /> feel the county council should be the clear center of policy <br /> in the county. The mayor should be the clear administrator of <br /> that policy. <br /> Six, a vacancy in office--some provision should <br /> be made for replacement of a incapacitated council member. <br /> Seven, we very much favor a Sunset Law to try <br /> to eliminate some of the archaic expenditures that are going on <br /> just because they have been past practice. <br /> None of these proposals are revolutionary. They <br /> are not retaliatory and they are not repressive. They are <br /> building on the present government, the present charter for a <br /> better county future. <br /> Now there are two additional items I would like <br /> just to mention to you tonight because I have seen no discussion <br /> on them up until this time. I think they need clarification very <br /> shortly. . .and that is , where do we go from here? I understand <br /> you will be drafting your charter revisions, if you feel they are <br /> necessary. We feel that that draft should be made public and <br /> available for comment and possible clarifications by the public. <br /> The second item is the special election--the form. We feel that <br /> it should not be a yes or no on a total charter but that it <br /> should be an item by item proposition. <br /> That gentlemen , concludes what I have to say <br /> tonight. <br /> CHAIRMAN SAKATA: Thank you, Mr. Moss.
