§ 27-3 HAWAI`I COUNTY CODE <br />(g) To assist in notifying potential buyers that property is in an area of special flood <br />hazard; and <br />(h) To ensure that those who occupy areas of special flood hazard assume responsibility <br />for their actions. <br />(1993, ord 93-78, sec 3.) <br />Section 27-4. Scope and methods. <br />In order to accomplish its purposes, this chapter includes methods and provisions <br />for: <br />(a) Restricting or prohibiting uses which are dangerous to health, safety, and property <br />due to water or erosion hazards, or which result in damaging increases in erosion or <br />flood heights or velocities; <br />(b) Requiring that uses vulnerable to floods, including facilities which serve such uses, <br />be protected against flood damage at the time of initial construction; <br />(c) Controlling the alteration of natural floodplains, stream channels, and natural <br />protective barriers, which help accommodate or channel flood waters; <br />(d) Controlling fill, grading, dredging, and other development which may increase flood <br />damage; and <br />(e) Preventing or regulating the construction of flood barriers which will unnaturally <br />divert flood waters or which may increase flood hazards in other areas. <br />(1993, ord 93-78, sec 3.) <br />Article 2. General Provisions. <br />Section 27-5. Applicability. <br />This chapter shall apply to all areas of special flood hazards identified by the <br />Federal Emergency Management Agency in a scientific and engineering report entitled <br />"Flood Insurance Study," dated April 2, 2004, with accompanying Flood Insurance Rate <br />Maps and all future changes, revisions and amendments to these documents, and shall <br />apply to all areas bordering identified special flood hazard areas, and all other areas <br />outside the identified special flood hazard areas encompassing and adjacent to a river, <br />stream, stormwater channel, outfall area, or other inland water or drainage facility <br />determined by the director of public works to be subject to flood hazards. The special <br />flood hazard areas are as follows: <br />(1) Floodway fringe - Zones AE, AH, and AO. <br />(2) Floodway. <br />(3) Coastal high hazard (tsunami) - Zones V and VE. <br />(4) General floodplain - Zone A. <br />(5) Land adjacent to drainage facilities, and Zone A99. <br />(1993, ord 93-78, sec 3; am 2001, ord 01-108, sec 1; am 2007, ord 07-169, sec 4; am 2017, <br />ord 17-56, sec 4.) <br />SUPP. 3 (1-2018) 27-2 <br />
