HAWAII POLICE COMMISSION <br />PUBLIC HEARING MINUTES <br />J U LY 20, 2018 <br />WEST HAWAII CIVIC CENTER <br />74-5044 ANE KEOHOKALOLE HWY, KAILUA-KONA, HI <br />CALL TO ORDER <br />Chair Hendricks called the meeting to order at 9:05 a.m. <br />ROLL CALL <br />Present: Peter Hendricks, Chair <br />Wayne De Luz, Vice Chair <br />Carl Carlson, Commissioner <br />Jack Hu, Commissioner <br />Paul Paiva, Commissioner <br />Colleen Pasco, Commissioner <br />Absent: Arthur Buckman, Commissioner <br />A quorum was present. <br />Also present: Malia Hall, Deputy Corporation Counsel <br />Josie Pelayo, Secretary <br />The police commission held a public hearing on proposed amendments to its rules that <br />included, but were not limited to the following: <br />• Amends rule on committees. <br />• Amends rule on location of monthly meetings. <br />• Repeals rule on use of an official seal. <br />• Repeals rule on commission inquiries. <br />• Amends rule on filing, processing, and considering complaints. <br />• Repeals classification guidelines for standards of conduct. <br />• Amends rule on classification of case findings. <br />PUBLIC STATEMENTS <br />KITTRENA MORGAN came before the commission. She stated that she doesn't agree <br />with removing the police commission seal and classification guidelines, and that the public <br />is not able to access police reports within the 90 -day time for filing a complaint. <br />ABEL LUI came before the commission. He stated that he opposes all this. He talked <br />about Kamehameha I and bringing back the Hawaiian Kingdom <br />SHELLEY S. MAHI came before the commission and read her written statement which she <br />distributed and is on file. She didn't want pages 6-9 of the rules removed and talked about <br />
