She wants the commission to do medical review of the police training manual. Deputy Corporation Counsel Hall stated that training is the Chief's decision. Commissioners are here to listen to complaints, and could refer it to the Chief. Recess was called at 9:35 a.m. The meeting reconvened at 9:42 a.m. Ms. Pelayo suggested changes: • Page 7 (h) Burden of Proof, change the wording to "refer to the Chief for further investigation" to be consistent with the wording in Rule 6. • Page 9, Rule13, change 10 days to 20 to allow more time to obtain records. • Suggested that non -substantive changes such as correcting formats, typos, punctuation, and grammatical errors be allowed. Ms. Hall stated that the seal has never been used. The commission does not use the classification guidelines. They don't determine the misconduct (police department does). Commissioner Paiva motioned to allow the changes that Ms. Pelayo suggested. Commissioner Hu seconded, and it carried unanimously. Chair Hendricks stated that these rule changes will be brought forward to the Police Commission's meeting which will follow this hearing.
