Ms. Mendoza stated that she is a lifelong resident of Hakalau and Pepe'ekeo <br />areas. She attested to the countless hours of meetings and discussion with the Steering <br />Committee and the community that informed the Hamakua CDP. Ms. Mendoza <br />expressed her belief that the Hamakua CDP encapsulates the wants and needs of the <br />constituents, the practicality of development in the area, and the preservation of culture <br />and resources while leaving a healthy and mindful legacy for the generations of the <br />future. <br />4. Brad Kurokawa: <br />Mr. Kurokawa, representing the Hamakua CDP Steering Committee, testified in support <br />of Bill 161. Mr. Kurokawa expressed his support for the Hamakua CDP and urged the <br />County Council to pass Bill 161 onto the second reading and the adoption of Bill 161 by <br />ordinance. <br />5. Farrah -Marie Gomes: <br />Ms. Gomes, representing the Hamakua CDP Steering Committee, testified in support of <br />Bill 161. She attested to the inclusive nature of the Hamakua CDP development process. <br />Ms. Gomes urged the County Council to pass Bill 161 through the first reading and onto <br />the second reading and finally the adoption of the Hamakua CDP (Bill 161). <br />6. John Kaye: <br />Mr. Kaye testified in support of Bill 161. He expressed how impressed he was with the <br />inclusion of the public in the development of the plan. He attested that the Hamakua CDP <br />was informed and shaped by input from the community, and urged the County Council to <br />adopt Bill 161. <br />7. June Kaye: <br />Ms. Kaye testified in support of Bill 161. She urged the County Council to recognize the <br />hard work and commitment of the people of Hamakua and adopt Bill 161. <br />8. Shelley Mahi-Hanai: <br />Ms. Mahi-Hanai testified in support of Bill 161. She asked that the County please keep <br />native tenants in mind within the policies and goals of the Hamakua CDP. <br />9. Robert Nishimoto: <br />Mr. Nishimoto, a lifelong resident of Ninole, testified in support of Bill 161. He stated his <br />belief that the Hamakua CDP was a representation of the community's wishes and urged <br />the County Council to adopt Bill 161. <br />I%hk I <br />BUSINESS: <br />1. County Council Public Meeting Regarding the Hamakua Community Development Plan (Bill <br />161): <br />This meeting was a concurrent County Council meeting and Hamakua Community Development <br />Plan Steering Committee meeting to comply with the Sunshine Law (HRS Chapter 92) and enable <br />the CDP Steering Committee members to attend and provide comments to County Council <br />Members. The purpose was to determine passage of the Hamakua Community Development <br />Plan onto the second reading. (Bill 161: Adopts the County of Hawai'i Hamakua Community <br />Development Plan). Prior to this meeting, the Windward Planning Commission as well as the <br />County Council Committee on Planning forwarded their favorable recommendation for the <br />www.hiplanningdept.com planningahawaiicounty.gov Page 2 <br />
