75 adoption of the Hamakua CDP to the County Council. Members of the Hamakua Community <br />76 Development Plan Steering Committee attended this County Council meeting and were able to <br />77 testify and answer questions from the County Council Members during the public meeting. <br />78 Ms. Poindexter moved to pass Bill 161 on first reading. Seconded by Mr. Kanuha. <br />79 Planning Director, Michael Yee, stated that he was not from Hawai'i but that what is important is <br />80 that he is a lifelong learner of the island. He says that his goal is to afford all future generations <br />81 the opportunity to stay on the island and live and grow and raise their children here. <br />82 CoH planners, LeAna Gloor and Bethany Morrison, came forward to address the members of the <br />83 Council. Ms. Gloor addressed the Council and introduced the presentation stating that the brief <br />84 presentation was intended to clarify some of the questions that were raised during the meeting <br />85 of the Council Committee on Planning. She presented a brief presentation outlining the CDP <br />86 development process and structure. She addressed several questions raised previously, including <br />87 the purpose of the land use guide maps, the policy on shoreline setbacks, and the authoritative <br />88 scope of the CDP document. InWhIr ,® <br />89 Following the presentation from the Planning Department, a discussion was opened between <br />90 the County Council members and Planning Staff to address any questions or concerns the <br />91 Council Members had. <br />92 Tl%hhh' V <br />93 Councilmember Tim Richards called Planning Director Yee and Corporation Counsel Joe <br />94 Kamelamela forward. Mr. Richards asked if the CDP was mandating anything. Additionally he <br />95 asked if the CDP mandates and assigns any potential liabilities to the County. <br />96 <br />97 Mr. Kamelamela responded that no, it does not. <br />98 <br />99 Mr. Yee concurred with Mr. Kamelamela also stating that it does not assign any potential <br />100 liabilities to the County. <br />101 <br />102 Mr. Richards also askedif the purpose of the CDP was advisory going forward and asked if there <br />103 if the CDP changed any codes. <br />104 <br />105 Mr. Kamelamela confirmed that the CDP is advisory moving forward and does not change any <br />106 code. <br />107 Imler <br />108 Mr. Yee concurred with Mr. Kamelamela. <br />109 <br />110 Councilmember Aaron Chung asked if the CDP required the County Council to act on the <br />111 recommended code amendments in the CDP. <br />112 <br />113 Mr. Kamelamela answered that the CDP would not create required actions by the County <br />114 Council. <br />www.hiplanningdept.com planningahawaiicounty.gov Page 3 <br />
