RULE 3. <br />A. PURPOSE <br />These rules and regulations are adopted under the Hawai’i <br />Administrative Procedures Act, Chapter 91, Hawai’i Revised <br />Statutes, pursuant to Chapter 2, Article 5, Section 2, <br />Hawai’i County Code, and are intended to set forth the <br />essential elements to implement the <br />B. OBJECTIVE <br />The primary objective of this program will be to provide <br />temporary rental assistance to eligible families. This <br />program is intended to provide temporary (two years) rental <br />assistance to eligible families. All families selected for <br />the TBRA program must submit an application to the Housing <br />Choice Voucher (Section 8) Program. <br />HOME monies awarded to this program will be used to fund the <br />TBRA program. The funding amounts available will determine <br />the number of families assisted by the TBRA program. <br />C. DEFINITIONS <br />Unless otherwise clear from the context as used herein, the <br />following terms for the purpose of these rules shall mean: <br />1. Absences: <br /> Temporary or Permanent periods of time when <br />a family or a family member is away from the unit. <br />Family income and the size of the unit may be affected <br />by such absences. <br /> a. Permanent Absence: A family member shall be <br />considered permanently absent from the unit if the <br />member is not expected to return to the household <br />within one (1) year of the member's departure from <br />the household. Examples of permanent absences are <br />those caused by divorce, incarceration or entry <br />into a nursing home.
