17. Drug Trafficking: The illegal manufacture, sale or <br />distribution, or the possession with intent to <br />manufacture, sell or distribute, of a controlled <br />substance as defined in section 102 of the Controlled <br />Substances Act (21 U.S.C. 802). <br /> A family whose head, spouse or whose <br />18. Elderly Family: <br />sole member is at least 62 years of age. It may <br />include two (2) or more persons who are at least sixty <br />two (62) years of age living together, or one (1) or <br />more persons who are at least sixty two (62) years of <br />age living with one (1) or more Live-in Aides. <br />19. Extremely Low-Income Family: A family whose income does <br />not exceed thirty percent (30%) of the median income <br />for an area as determined by HUD, with adjustments for <br />family size. <br />20. Family: "Family" includes but is not limited to: <br />a. Two or more persons intending to or sharing <br />residency whose income and resources are available <br />to meet the family's needs; or <br />b. An Elderly Family as defined in this section; or <br />c. The remaining member of a family; or <br />d. A Disabled Family; or <br />e. A Displaced Family; or <br />f. A single person who is not elderly, displaced, or <br />a Person with Disabilities or the remaining member <br />of an eligible family. <br />21. Exception Rent: An amount in excess of the Payment <br />Standard or Fair Market Rent approved either by HUD or <br />OHCD in accordance with 24 CFR Part 982.503. <br />22. Existing Housing: Housing that is Decent, Safe and <br />Sanitary, as outlined in 24 CFR, Part 982.401-406 and <br />is available for lease by participants in the TBRA <br />Program. <br />23.
