Hawai`i County Charter Commission -2 August 10, 2018 <br />supports the users. So that's the front line, the face of IT, and realistically there's <br />only four of them to cover 1,700 plus users in the County, so if anyone has any <br />issue with using an application, with operating their PC (personal computer)— <br />anything, they call Help Desk and Help Desk responds. There's three of them in <br />Hilo and one of them on the West side. <br />CHR. ADAMS: Do we have any questions or comments for Director Ung? <br />Alright, thank you so much that definitely followed the request that we had to <br />make it quick and to the point. Thank you so much. <br />MS. UNG: Yeah, so we look forward to working with you. Thank you. <br />d. Department of Environmental Management Director; William Kucharski <br />CHR. ADAMS: Next I would move us on to the Department of Environmental <br />Management. That's Director Bill Kucharski. Thank you for being here Sir. <br />Please introduce yourself for the record and then— <br />(Note: At this time, Environmental Management Director William <br />Kucharski came forward to address the members of the Commission. <br />Mr. Kucharski presented a PowerPoint presentation to the Commission. <br />See Charter Communication No. 1.1.) <br />MR. KUCHARSKI: Yes, my name is Bill Kucharski I am Director of the <br />Department of Environmental Management and I am pleased to be here today, <br />and did prepare a very short Power Point that will go over some of the points and <br />questions that were asked. <br />CHR. ADAMS: If I could ask before we begin, are we going to be able to see <br />what's on the, are we going to be able to see this on the screen or are we going to <br />be looking at the screen over here? There is a handout. I understand. Does <br />everybody on this side have the handout? Do you have the handout there Donna? <br />Here, take mine. Alrighty, we can see, okay it is up there anyway. O.K. Thank <br />you so much. Please, thank you. <br />MR. KUCHARSKI: Thank you. A little bit of a background on the, on DEM, <br />our budget is about $54 million dollars. We have 218 approved positions, 187 of <br />them are funded. We generally run between 10 to 15 percent vacancies in that as <br />well. We have two major divisions, the Solid Waste Division and the Wastewater <br />Division. The third group is our administrative group that deals with our <br />contracting and purchasing. <br />The Solid Waste Division, we have two landfills, soon to be one landfill. The <br />Hilo Landfill is in the process of closing here pretty soon. So we have Hilo and <br />Pu'uanahulu on the West side. The County generates approximately a little bit <br />Page 11 <br />
