Hawai`i County Charter Commission -2 August 10, 2018 <br />CHR. ADAMS: Any other comments or questions? I would ask, and we'll send <br />you a note on this as well. As we consider these proposals, particularly dash two <br />for regulatory and dash—or point four for enforcement, it would probably be <br />helpful for us to know three things at least. One is the additional expense or cost <br />to do that. Additional people that you look at, this meaning that you're adding to <br />the department. Then who else potentially is doing this. In other words, whose <br />ox are we goring so that you can do this as well. <br />So we'll send you that. You don't have to answer those right now, but it will help <br />us when we're taking a look at this as well for the purposes of being in the <br />Charter. Clearly any of that stuff is ordinance work, but as we take a look at this, <br />it would be helpful for us to be able to understand that. Do you have anything <br />else that you'd like to add to—? I didn't see his ---I'm sorry. <br />MR. BERGIN: It's more procedural and you nearly completely answered my <br />question that today is an informal discussion where the term regulating and <br />enforcement has come forth. But this would not be a formal recornrnendation at <br />this level. It would just be for the sake of discussion and we would later receive a <br />form of offering of this. Is that correct? <br />CHR. ADAMS: The way that our rules currently have us considering proposals is <br />that actually the Commissioners are the ones that make the proposals. So we are <br />gathering the information. To the extent that any particular Commissioner is <br />interested in taking these suggestions from the departments and turning them into <br />proposals so that the Commission can consider them, that's how we would <br />consider them. <br />MR. BERGIN: Yeah, thank you. <br />MR. KUCHARSKI: The only comment I would have on the list, the one thing <br />that was missing is benefit of the enforcement program. That could be a— <br />CHR.
