Hawai`i County Charter Commission -2 August 10, 2018 <br />MS. SAKO: Sure. Deanna Sako, Director of Finance. So we decided not to do a <br />PowerPoint, because when Finance starts talking about what we do, it can get <br />very lengthy. So we're going to try and keep it short. <br />We actually have eight different divisions. In alphabetical order, the first one is <br />Accounts. They do all the record keeping, all the accounting, all the payroll, all <br />the accounts payable or payments going out of the County basically. Definitely <br />very important in terms of the audit and record keeping, and right now a lot of the <br />reporting to FEMA as well. <br />Our next division is Budget. So preparing the budget, which is part of the Charter <br />clearly. They do all of the preparation. So staring next month we'll begin the <br />budget process for fiscal year '20 already. <br />Our third division is Property Management. So they look at all of the different <br />properties and maintain what the County owns. Looking at inventory, making <br />sure the departments are adequately tracking inventory, and maintaining our <br />record keeping system for that. <br />Then we have Purchasing to make sure all the procurement under State law and <br />the Charter is provided for accurately. <br />Then Real Property Tax, which sets the values, does the billing for all of our real <br />property tax revenue, which is over 75 percent of our budget. So our most <br />significant revenue source. <br />Then Risk Management. A very small division, but one person looking at, you <br />know, is there a risk, is there ways the County could be saving money, do we <br />need different types of insurance, looking at things like that. <br />Then we have our Treasury Division, which all the money goes into. So they <br />collect all of it in addition to overseeing any kind of debt or bonds and <br />investments of our funds as well. <br />And our last division is Vehicle Registration and Licensing. So all of vehicle <br />registration and drivers' licensing also falls under Finance. <br />The main articles in the Charter that apply to Finance are obviously Article VI, <br />Chapter 6, then Article X. And a few sections in Article XIII. Most of these all <br />work for us. We've been, you know, applying them for many years now. This <br />year, we got to look at the sections a little bit differently, but they really do work. <br />I can see where the original creators, or if they've been amended, have really <br />added in areas that are important to the County.
