Hawai`i County Charter Commission -2 August 10, 2018 <br />Another division is our Administrative Support Branch, which you don't hear <br />much about unless you're a County employee. That's the entity that supervises <br />and manages our benefits, our retirement, you know, payroll, promotions, you <br />know, transfers and the like. We maintain the documentation for those events. <br />Classification and Pay is our sixth division. That's pretty much ensuring that the <br />employees are performing equal work for equal pay. We come in and we audit <br />their positions. We ensure that they're working within the class specs of that <br />position, and if not, then maybe we have to do a reallocation or something to that <br />effect. We also look at the various departments and upon request we assist with <br />revising or amending organization's structures for each of the departments. <br />And the final division which we have is our Health and Safety Division, and <br />primarily we engage in safety training and safety programs for all the County <br />employees. Most recently we've been engaged in doing the fit testing for all of <br />the County employees who had to respond down to the eruption event down in <br />Leilani and lower Puna, and we performed the fit testing certification for all the <br />police officers and the various Highway and Traffic employees who had to <br />respond to that area. The second component of that division is our Workers <br />Coinp branch, which we oversee and supervise all of the worker comp claims <br />from our employees who get injured while performing their job duties. <br />Again, 30 people in our staff Our budget, the HR Section, approximately <br />$1.9 million budget; and our Health and Safety, which is primarily our workers <br />comp, because we're self-insured we have approximately a $2.2 million annual <br />budget for workers. <br />The HR Director is appointed by the Merit Appeals Board. They conduct an <br />annual evaluation—not investigation, I misspoke. Let's hope they're not doing <br />any investigation. We've had enough of that. But no, so they conduct an annual <br />evaluation of the HR Director to ensure I'm performing satisfactorily. The Board <br />is made up of five members, and they serve five-year terms. <br />As to the Charter, we're specifically found under Article 7, Chapter 1 of the <br />Hawaii County Charter. It's pretty clean and straight forward. There's not much <br />there. I think it's just half a page and a little bit more on the second page. And <br />like I said, a small department, large responsibility because we're dealing with all <br />2,800 County employees. But I think as to any recormnendations for amendments <br />to the Charter, I don't think I have any at this time. I'm happy to engage in any <br />dialog or questions either of you may have.
