Hawai`i County Charter Commission -2 August 10, 2018 <br />MS. TODD: Just a short one. I didn't realize you had become the Director of <br />HR. For the information of the rest of the Commission, Director Brilhante has <br />worn many hats in his career. He's been a Firefighter, a police officer—no? <br />MR. BRILHANTE: Not a police officer. <br />MS. TODD: Oh, I forgot. Oh, I'm sorry. <br />MR. BRILHANTE: I may have been arrested on occasion, but— <br />MS. TODD: Sony, a Firefighter and was in the Office of the Corporation <br />Counsel. And weren't you recently on loan to Civil Defense for some things? <br />MR. BRILHANTE: I was assigned to Civil Defense for some when I was with <br />Corporation Counsel. But nothing formal. <br />MS. TODD: Okay, well nice to see you and congratulations on your position. <br />MR. BRILHANTE: Thanks, Commissioner Todd. Commissioner Galirnba. <br />MS. GALIMBA: I just had a quick question about—you said you're self-insured <br />for workers comp, and that you have $2.2 million fund for that, or do you get <br />budgeted every year, $2.2 million? <br />MR. BRILHANTE: Yeah, that's kind of like—it's an annual budget allocation, <br />just because we keep ongoing claims and we have to make ongoing payments and <br />ongoing settlements. So it's easier to have a general fund set up where we can <br />draw out of And the assumption or the hope is that we never exceed that amount <br />of money on an annual basis. <br />MS. GALIMBA: Okay, so it's $2.2, sort of just running. You get it every year? <br />Is it sort of built up? <br />MR. BRILHANTE: No, there's no accumulation. <br />MS. GALIMBA: Okay, thanks. <br />CHR. ADAMS: Are there any other comments or questions from the <br />Commissioners? I have a question, but let me ask Mr. Henricks a question as a <br />part of this. I notice in our Charter in other departments that are associated with <br />boards or commissions, they have information that has to do with their functions. <br />But in this particular Charter section, the Merit Appeals Board, 7-1.2 really talks <br />about the appointment, and then who they are and then really—it's in the Powers, <br />Duties and Functions, it says, "The merit appeals board shall function according <br />Page 32 <br />
