Staff Morrison showed the action committee a table explaining how the Sunshine Law applies to AC <br />subcommittees. This table [communication number 2017-12] may be viewed and downloaded from <br />the following website: http://records.co.hawaii.hi.us/weblink/1/doc/90226/Pagel.aspx <br />In general, a community partnership group cannot have more than 2 members and operates <br />independent of [but in partnership with] the Action Committee, and an investigatory subcommittee <br />cannot have more than 4 members and needs to have a clearly defined timeline and purpose. <br />Committee Member McLaughlin asked for AC members to volunteer to work on the priority projects. <br />The following project groups were identified: <br />a. Potable Water in Kawaihae — Committee Members Akau and Kaneali'i <br />b. Wastewater Treatment System in Puako — Committee Member Robertson <br />c. Waimea Historic District— Committee Members Sanborn and Smith [nominated] <br />d. Waikoloa Intersection — Committee Members Alos, McLaughlin, and Smith <br />Note: this subcommittee was created at the April 2nd meeting. <br />e. Emergency Shelters in District — Committee Members Alos, Kaneali'i, and Gordon <br />Committee Member Licoan explained that she sees her role as an advocate for the overall work of the <br />Action Committee and that she believes she is most effective at community outreach and connections. <br />The committee discussed whether or not it would violate Sunshine Law to reach out to Committee <br />Member Licoan for advice or community input while they are working on their project. Staff Morrison <br />advised for Committee Members to communicate during a regularly scheduled meeting in that case. <br />She said that in certain circumstances, staff can act as a liaison between Action Committee members. <br />Committee Member Sanborn asked if it violated Sunshine Law if Action Committee members <br />communicate indirectly through the community groups they're a part of. Staff responded that it is <br />important to balance fostering community relationships although any ambiguity would need to be <br />under the advice of Corporation Counsel. <br />Committee Member McLaughlin moved to set the goals under item 2 on the agenda as the goals for <br />the 2018-2019 Action Committee with: Diane and Eddie as the team working on portable water in <br />Kawaihae; Robby working on the wastewater treatment system in Puako; Bill and [possibly] Ruth <br />working on the Waimea historic district; Ruth, Julia, and Kevin continuing to work on the Waikoloa <br />intersection investigatory subcommittee; and Mark and Julia working on the emergency shelters in the <br />district. Second by Committee Member Licoan. <br />Committee Member Alos suggested that Chair Kaneali'i may be interested in helping with the <br />emergency shelters project because of her work on a similar project in Kailapa.
