Committee on Aging Minutes <br />July 25, 2018 <br />Page 3 <br />7. GOAL #4 OF THE AREA PLAN: AGE IN PLACE <br />Clayton Honma reported on the following: <br />1. Case Management: <br />• Hawaii County is the only county with case management contracted out <br />and NOT provided directly by ADRC staff. Service costs approximately <br />$600K/year; <br />• ADRC staff are currently reviewing the hiring in-house to see if there is <br />a costs savings. Their recommendation will then be brought to Kimo. <br />• Unduplicated costs of 400 seniors per year. Public Health nurses <br />takes care of 100 of those. <br />2. Home Modification: <br />• Common misnomer is that it only adds "associative devices" (grab bars, <br />shower bars, etc.) <br />• Wanting to modify so it allows the addition of ramps, etc. <br />• The goals of the plan have remained the same, to Age in Place. <br />• Debbie Wills is the Program Planner. <br />• Kimo will review for input then submit the plan to the committee. <br />8. COMMITTEE OPERATIONS AND LEGAL ISSUES — Malia Hall <br />1. Sunshine Law, Chapter 92 HRS: The Sunshine Law is Hawaii's open <br />meetings law. It governs the manner in which all state and county boards <br />must conduct their official business. <br />Key take a ways from Malia's report that affect this committee: <br />• Require any board packet put together for the meeting to be made <br />available for public inspection in the board's office at the time it is <br />distributed to board members; <br />• Require meeting notices to be posted on state and county electronic <br />calendars; <br />• Allow a board to use a recording of its meeting, with a written summary as <br />its minutes, as an alternative to creating written minutes; and <br />• Require the board to post its minutes online within 40 days after the <br />meeting. Additional <br />information is available at,www.Hawaii.gov/oiP. <br />2. Re -defining Quorum: <br />0 Counsel recommended reducing to 1/3 of committee members. <br />
