CHAPTER 6 <br />DEPARTMENT OF WATER SUPPLY <br />Section 5-6.1. Organization. There shall be a department of <br />water supply consisting of a board of water supply, a director <br />of water supply and the necessary staff. <br />Section 5-6.2. Director. The director of water supply shall <br />be appointed by the mayor, confirmed by the council andmaybe <br />removed by the mayor. The director shall have had a minimum <br />of five years of training and experience in a responsible <br />administrative capacity, either in public service or private <br />business or both. <br />Section 5-6.3. Powers, Duties and Functions.. The director <br />of water supply shall: <br />(a) Be the administrative head of the department of water <br />supply. <br />(b) Recommend regulations to the board of water supply. <br />(c) Have such other powers and duties as may be provided by <br />ordinance or as may be assigned by the mayor or board of water <br />supply. <br />In addition, all water systems of the county, including water <br />rights and water sources, together with all materials, supplies <br />and equipment and all real -and personal property used or useful <br />in connection with such water systems, shall be under the <br />control of the department. <br />Section 5-6.4. Board of Water Supply. The board of water supply <br />shall consist of seven members who shall be appointed by the <br />mayor and confirmed by the council in the manner prescribed in <br />Section 12-4. Commission membership shall be representative <br />of the community and of the county geographical areas of Puna, <br />Ka'u, Kona, Kohala, Hamakua, and Hilo. In addition, the planning <br />director and the chief engineer of the count or their designated <br />representatives shall serve as ex -officio members of the board <br />without power to vote. <br />The board of water supply shall: <br />(a) Adopt rules and regulations relating to the management, <br />control, operation, preservation and protection of the water- <br />works systems of the countyto be approved by the mayor. <br />(b) Prepare and submit to the mayor a request for an annual <br />operating and capital improvementbudget. The water board's <br />capital improvement projects shall be consistent with the county's <br />general plan and shall be processed through the county's planning <br />department. <br />(c) Recommend to the county council water rates. <br />Section 5-6.5. Revenues. The revenues derived by the department <br />of water supply shall be kept in a separate fund and shall be such <br />as to make said department self-supporting. <br />19 <br />
