CHAPTER [617 <br />MISCELLANEOUS <br />Section 5-[6]7.1. Clerical Pool. There may be a clerical pool <br />consisting of such positions as the mayor may recommend and for <br />which appropriations have been made by the council. The purpose <br />_of such pool shall be to provide periodic staff assistance to <br />the various agencies of the county when necessitated by heavy <br />workloads. The clerical pool shall be attached to the.mayor's <br />office for purposes of administration, assignment and coordination <br />but the personnel of the clerical pool shall be subject to the <br />civil service laws of the state. <br />Section 5-[6]7.2. Safety Coordinator. There shall be a safety <br />coordinator who shall be appointed by the mayor and may be removed <br />by the mayor. The safety coordinator shall: <br />(a) Inspect county owned or controlled equipment, buildings <br />and facilities. <br />(b) Review operating practices of the various county agencies. <br />(c) Investigate accidents involving county personnel, equip- <br />ment,buildings and facilities. <br />(d) Make recommendations for prevention and reduction of <br />industrial accidents. <br />(e) Review, process and maintain work[e]men's compensation <br />records for the county. <br />(f) Perform such other duties as may be requested by the <br />mayor. <br />Section 5-7.3. Board of Appeals. The Board of Appeals shall <br />consist of seven members who shall be appointed by the mayor <br />aid confirmed by the council in the manner prescribed in <br />Section 12-4. The Board shall hear and determine all appeals <br />from the actions of the planning director and planning <br />commission. In addition, the Board shall hear and determine <br />appeals from the actions of the chief engineer or his staff <br />regarding the enforcement of the building, plumbing, and <br />electrical code and laws. <br />All hearings shall be conducted according to the State <br />Administrative Procedures Act. Whenever possible, persons with <br />a background or expertise in broad areas of planning and <br />construction shall be given preference for appointment to the <br />board, although such background or expertise is not a prerequisite <br />for membership. <br />The board shall be part of the planning department for <br />administrative purposes and the said department shall provide <br />necessary clerical and other assistance. <br />
