COMM. 18-031 CHR. TOMICH moves to the next item on New Business, <br />Letter dated August Comm. 18-031: Letter dated August 1, 2018 to Chair Tomich <br />1, 2018 to Chair Re: Hawai‘i County Charter Commission - Seeking Input and <br />Tomich Re: Hawai‘i invites Councilwoman, MS. EOFF, to the microphone. <br />County Charter <br />Commission - MS. EOFF: gives historical testimony regarding the Charter <br />Seeking Input Commission and its relationship to the PONC portion of the <br />charter. She interprets to the commission what the Ad Hoc <br /> <br />Charter Committee is seeking input from PONC for the <br /> <br />Preservation and Maintenance Funds sections of the charter. <br /> <br />She helps the commission to understand the directionality <br /> <br />and complexity of changing of changing the Hawai‘i County <br /> <br />Charter. She encourages the commission to review and <br /> <br />make suggestions to the Ad Hoc Committee that “would <br /> <br />make your job better.” <br /> <br /> <br /> <br />A 2-hour discussion ensued between the members of the <br /> <br />commission, defining the difference between the Charter <br />and the Code, that itemization should happen in the code <br /> <br />and not in the charter. Commission expressed more time to <br /> <br />put together a better report. Items that was discussed: <br /> <br />1. Capping the Preservation Fund (but no cap amount was <br /> <br />determined); <br /> <br />2. The Preservation Fund of 2% to reduce it to a lower <br /> <br />percentage; <br /> <br />3. Employees of the non-profits should get a salary; <br /> <br />4. Non-Profits are bar from re-applying for Stewardship <br /> <br />Grants unless a report is submitted; <br /> <br />5. Allocation of maintenance funds to fund a position to <br />process the grant applications; <br /> <br />6. Allowable items to include non-commercial signage for <br /> <br />safety, restrictions of the use of the land, and language <br /> <br />interpretation; <br /> <br />7. After PONC makes recommendation and reports their <br /> <br />recommendation/and or report goes straight to County <br /> <br />Council for resolution; <br /> <br />8. Cap the Stewardship Grants to $50,000. <br /> <br /> <br /> <br />CHR. TOMICH: calls for lunch break at 1:22 pm. <br /> <br /> <br />CHR. TOMICH: calls the meeting to order at 2:05 p.m.; all <br /> <br />members of the commission present; and continues the <br /> <br />discussion of Comm. 18-031.
