Hawai`i County Charter Commission -4 October 12, 2018 <br />CHR. ADAMS: Thank you, Mr. Mayor. <br />MAYOR KIM: Thank you. <br />CHR. ADAMS: I would invite up Director Takase of Department of Liquor <br />Control. Director, please state your name for the record. <br />b. Department of Liquor Control – Director Gerald Takase <br />(Note: At this time, Liquor Control Director Gerald Takase came forward <br />to address the members of the Committee.) <br />MR. TAKASE: I am Gerald Takase, Director of Liquor Control for the County of <br />Hawaii. Good afternoon, Members. I think I submitted written testimony. We <br />don't really have any requests of the Charter Commission but if there are any <br />questions by the Charter Commission we stand ready to answer those. <br />CHR. ADAMS: Thank you for your presentation. Do we have any questions <br />from the commissioners? A couple. <br />MR. TAKASE: Okay. <br />CHR. ADAMS: In Section 7-3.4 which is Director of Department of Liquor <br />Control, one of the things that we've been looking at as we've been looking at the <br />variety of departments is are the qualifications that are listed the appropriate ones? <br />And I know noticed that here there are no qualifications listed. Is that an <br />appropriate—do you think that that's something we should be looking at? What's <br />your comments about that? <br />MR. TAKASE: You know well I will cover my qualifications. I was previously <br />the Corporation Counsel's Assistant and Legal Advisor to the department for <br />probably 20 to 25 years prior to assuming the directorship. If I looked at my <br />predecessor, it was Ms. Janice Pakele, she actually was a previous Chairman of <br />the Liquor Commission and she took the position. I believe her background at <br />that time was that she was a school teacher and she served in that position for <br />probably—as a director for I think, I want to say 28 years, and I think she did a <br />very good job. When I look at the directors on the other islands right now, the <br />Honolulu Director currently and I think their past three or four directors have all <br />been attorneys. On Kauai, Gerald Rapozo is a Liquor Investigator who got <br />promoted. The same on Maui, Glen Mukai was the investigator. So it's hard for <br />me to say that, you know, you have to have "x" qualifications. I think if you, if <br />you do have some experience in the area I think that helps. <br />Page 13 <br />
