Hawai`i County Charter Commission -4 October 12, 2018 <br />But I couldn't quantify saying, you know, you need five years in the area to do it <br />well. Nationwide I think we see more and more attorneys are assuming the <br />directorships of departments just because of the nature of the beast. It deals with <br />a lot of regulations and there's a lot of out of work attorneys I guess. So there <br />does seem to be a lot of attorneys but I wouldn't say that you need to be an <br />attorney to be in charge of the position. So as far as qualifications, I don't know <br />that we need to set forth any. I think when we were selected by the Liquor <br />Commission they kind of go forth and look at past experience, administrative <br />experience, those types of things. I think supervision and I think they did a <br />good job in trying to set forth, you know, maybe not written qualifications but <br />what their criteria were when looking for a director. <br />CHR. ADAMS: Seeing no other questions, thank you so much for being here <br />today and we appreciate your testimony. <br />MR. TAKASE: Thank you. <br />CHR. ADAMS: I would ask, Director Waltjen from Department of Parks and <br />Recreation. I see Director Waltjen. She is very tall. Please state your name for <br />the record. <br />c. Department of Parks and Recreation — Director Roxcie Waltjen <br />(Note: At this time, Deputy Parks and Recreation Director Maurice <br />Messina came forward to address the members of the Commission.) <br />MR. MESSINA: I am not Director Waltjen. I am Maurice Messina, Deputy <br />Director of Parks and Recreation. Roxcie wanted to apologize for not being able <br />to be here today, and she also wanted me to pass along the thanks to the <br />cormnission for everything that you guys are doing. She really appreciates that. <br />Just want to start off with a brief overview of the Department of Parks and <br />Recreation. We currently manage 327 facilities. We have over 466 employees. <br />Over the last 12 months we filled 101 positions, and we currently have 16 open <br />positions that we're looking to fill. Our facilities include beach parks, community <br />parks, camping areas, senior centers, gyms, ball fields, pools, the Hilo Dragstrip, <br />Hilo Municipal Golf Course, Pana`ewa Zoo and Equestrian Center, cemeteries, <br />and emergency evacuation centers, which we got a quick learning curve on that <br />over the lava. <br />Review of our attendance logs over the last 12 months showed that we have had <br />over four million people take advantage of the many recreational facilities and the <br />activities that we offer.
