Hawai`i County Charter Commission -4 October 12, 2018 <br />The other thing I wanted to bring up earlier is be careful what you put under <br />"housekeeping". Some things especially in the legislature get put under <br />"housekeeping" as "oh, it's just housekeeping", but it is actually not, so be careful <br />what you put under "housekeeping" because you know the way something is <br />phrased, whether it is plural or singular may make a big difference. <br />What Mr. Henricks said is very true. Put something ahead of that so you will <br />know the intent is to remain the same, it is just a word change or a paraphrase, or <br />a rephrasing, or whatever. <br />MR. HOPKINS: Okay. Could I go back to... now, because basically the <br />question is, it was suggested today or the implication if you followed the line of <br />thought all the way down it was from Brenda Ford's suggestion is kill the Salary <br />Commission. Put it back on Council. That's what she said. Now I am saying if a <br />proposal comes up to that effect, does it say, does it even have to, can we just say <br />do away with any reference to Salary Commission, it's gone. And then, do we <br />have to sit there and then say what's going to take that place in our proposal. I <br />guess that's my question. <br />MR. HENRICKS: I think you are all very responsible people, that's why you are <br />here. <br />MR. HOPKINS: Yeah. <br />MR. HENRICKS: So if you know that salaries need to be set because otherwise <br />we don't know what they are and you get rid of the body that sets them, as <br />responsible people you would figure out a way to make sure that there is <br />something in place to... <br />MR. HOPKINS: That sets that responsibility. <br />MR. HENRICKS: I understand what you are saying. If you just get rid of the <br />Salary Commission from the Charter and the Charter now does not, it is not a <br />Charter item, where will it go, who will take its place, so that becomes part of the <br />discussion too. But I think with something like that, something that needs to be <br />done as opposed to something maybe that people might consider is a luxury for <br />the County. If you strike that it goes away, perhaps services are altered, but that <br />is a discretionary decision, but I think when you talk about salaries, the <br />assumption is that people need to get paid and there needs to be a way to <br />determine what they are going to get paid, so likely part of that elimination is to <br />address what happens next. <br />MR.
