Hawai`i County Charter Commission -4 October 12, 2018 <br />MR. MASUDA: If you are just developing that list, I don't think that will fall <br />under any prohibition of your suggesting that this item has any more merit then <br />the item four or five or whatever. If that is purely the Communication, the big <br />concern then becomes does it become a serial communication. Is that going to be <br />then the vehicle for one Commissioner to send to the other Commissioner and say <br />"hey, I highlighted the ones I voted for, the ones I want, what about you?" <br />CHR. ADAMS: Oh, sure, although the way that we would work this, it would <br />come from Shannon. So, I wouldn't send it personally. <br />MR. MASUDA: So it would be like a modified minutes? <br />CHR. ADAMS: It would be a product of the minutes. <br />MS. SAQUING: So here, if I may, so when we are having these discussions if <br />there is a proposal that I would like to bring to the table, I would simply say <br />"Proposal" and it will be on the minutes blah, blah, blah, blah and then you can <br />extract all of the proposals from the minutes and then that that's the foundation of <br />us to have the discussion further. I am just thinking of ways to keep it simple for <br />all of us with all of the ideas and thoughts that are flying around. <br />CHR. ADAMS: Let me, if I may understand what you are saying. <br />MS. SAQUING: Okay. Go ahead. <br />CHR. ADAMS: We are going to get to you. Are you saying that we would have <br />these conversations about these suggestions outside of them being proposals? <br />MS. SAQUING: No. I am saying, I am suggesting that it would be a method to <br />document all of the proposals as they come up so that they can be brought to the <br />table to discuss at a later date, and I don't even know if that can be done. I am <br />just trying to keep things organized. <br />MR. MASUDA: Yeah, you're getting into murky waters. <br />CHR. ADAMS: Those are judgments that you are asking somebody, typically <br />staff to make. Each of us are going to take a look at these things to determine <br />whether or not we think they are valuable or not and what you may think makes <br />sense as a proposal, I may think is total hogwash. And of course is the idea is that <br />all of that stuff would be gathered, but we are asking somebody in judgment to do <br />that. <br />MS. SAQUING: Okay. Thank you. <br />MS.
