Absent exigent circumstances or <br />something to that effect that gives you some leeway, like you said <br />Commissioner Rice, in case there is some kind of emergency or disaster <br />that prohibits or prevents that from practically happening because my <br />recollection was when we were on the Council and we had maybe didn't <br />meet the equal number, we would make it up as soon as possible and that <br />was something that was worked on internally in the Council. And so, we <br />basically, our rules, the Council rules basically said equal number so we <br />followed that but we were given some flexibility so that is a good idea too <br />as well. <br />CHR. ADAMS: So Commissioner Rice are you, is that just for discussion <br />and just asking the legal or are you making a motion? <br />MS. RICE: I would like to make the motion at the appropriate time. <br />CHR. ADAMS: Now is an appropriate time. <br />MS. RICE: Okay. I would like to make an amendment to the motion that, <br />under circumstances beyond the control of the Council, that there be some <br />leeway. I am not saying this very well. That there be leeway to exigent <br />circumstances. I need some help on a good, on a proper legal. <br />CHR. ADAMS: Is there a second for the motion? <br />MS. GALIMBA: Second. <br />CHR. ADAMS: At this time I would like to take a brief recess so that we <br />can work out the exact wording. It should not be that difficult to do that. <br />At 3:09 p.m., the Chair called for a recess. <br />The meeting reconvened at 3:13 p.m. <br />MS.
