No, go ahead. <br />7 MR. BRILHANTE: You know, I think we have to <br />8 be very mindful and very careful about establishing a <br />9 merit -based Salary Commission, and that's something <br />10 that I would strongly be in opposition to if that's how <br />11 we wanted to do going forward. Again, we had <br />12 discussion about subjective and objective criteria for <br />13 establishing salaries, and if we start doing a <br />14 merit -based structure for determining salaries, again, <br />15 we have all these concerns regarding ambiguity as to <br />16 what's the determining factors that come into play as <br />17 to whether or not somebody is doing a good job. Does <br />18 it become just a likability factor - "Oh, this <br />19 Commission really likes this department head, so he or <br />20 she is going to get outstanding marks." <br />21 And I think when we're sitting down and we're <br />22 having a discussion -- and we'll get to it later on in <br />23 the meeting -- if we're setting clear criteria as to <br />24 <br />what we're <br />going <br />to <br />use to determine <br />an individual's <br />25 <br />salary, <br />I would <br />say <br />I would be very <br />surprised if any <br />ISLAND COURT REPORTING & TRANSCRIPTION SERVICES <br />(808) 933-9800 <br />
