Hawaa`i County Charter Commission -6 December 14, 2018 <br />the other one is here and I think that this is a major issue that needs to be looked <br />at constantly and that it should be put within R&D so we have a staff who could <br />help all the other departments to look at these issues. That is basically my opinion <br />on that one. <br />CHR. ADAMS: Thank you. Do you have any other items, any other discussion? <br />MS. GALIMBA: Sure, I guess the, I understand the reluctance to have another <br />commission however, and this is not meant to replace the work at R&D, but to <br />help R&D and to be frank to use a cowgirl metaphor, to apply spurs to the efforts <br />because it is such an important issue and also there is a great deal of interest in the <br />public and I have been contacted by people who are very interested in a <br />commission and being part of it, so, that is not saying that it wouldn't be difficult <br />and time consuming to seat a commission, but I think there is interest from people <br />who have expertise in climate change, so appetite for a commission. <br />CHR. ADAMS: Okay thank you. Commissioner Todd. <br />MS. TODD: I would say that if this proposal is going to go forward, then I make <br />a recommendation that it have an amendment to house the commission in the <br />Department of Research and Development and make them responsible for <br />providing the staff and taking care of it so that you know, every time Charters <br />have created cormnissions and there has always been a question of which <br />department ends up with the duty of supplying staff and resources and so I think <br />we need to be clear that if we are going to go forward with this proposal to have a <br />Climate Change and Resiliency Commission, the appropriate place and the <br />appropriate staff would be with the R&D department rather than the others, so just <br />a recommendation that there should be some language. <br />CHR. ADAMS: Okay, so, thank you. Commissioner Galimba. <br />MS. GALIMBA: I am amendable to that amendment to the proposal. <br />CHR. ADAMS: So we are at the place, we are in a motion, we have a motion. <br />The motion is to pass this particular Charter Amendment, we also, if we do that <br />we are doing it without any amendment currently that would talk to that. So you <br />always have the option of making that amendment now. We would have to make <br />the wording proper and we would want all that to be done. We have also had the <br />conversation where we can table this particular Charter Amendment that has the <br />advantage of then seeing all of that that you want to do, including the potential for <br />including what Commissioner Todd was talking about in this as well and then <br />bringing it back up on the 11`1, but that would require an amendment to table it. <br />MS.
