2.7 Mass Transit <br />Policy 74 Implement the recommendations from the Kohala Center's study Expanding Transportation <br />Opportunities on Hawaii Island to optimize efficiencies and create new transportation <br />alternatives, including: <br />Optimize Public Transport with Technology; <br />Partner with private enterprises for both rideshare and vanpool alternatives. <br />See: <br />http://kohalacenter.org/wp/wpcontent/uploads/2014/07/Research Hawaii Transit Study <br />2014. pdf <br />Policy 75 Provide rural transit centers within the Planning Area in areas of heavy user -ship, <br />particularly provide shelter options at the following locations: <br />• Pepe'ekeo, Near the Post Office <br />• Laupahoehoe, near the Highway Overpass <br />• Assess where to provide a Mamane Street bus shelter in relation to Policy 76. <br />Policy 76 Modify existing and develop additional bus routes, as appropriate, with scheduled stops <br />within the towns and villages where practicable; particularly: <br />• Honoka'a: Mamane Street <br />(State of Hawai'i Coordinated Public Transit — Human Services Transportation Plan <br />pages 31-55) <br />Policy 77 Develop and/or collaborate with private owners to facilitate the development of Park -and - <br />Ride facilities throughout the Hamakua Planning Area. <br />Policy 110 Use alternative energy sources at County facilities within the Planning Area. <br />■ Add electric vehicle charging stations at appropriate facilities; <br />■ Add solar lighting in appropriate parking areas; <br />■ Add photovoltaic systems and/or solar hot water systems to appropriate facilities. <br />2.8 Parks and Recreation <br />Policy 51 Reconstruct the Laupahoehoe Boat Ramp to provide safe and adequate access to ocean <br />resources for subsistence fisher -people and recreational users. <br />Policy 56 Perform a feasibility study on developing a scenic park (accessible via Mud Lane) with a <br />viewing area of Hi'ilawe Falls in conjunction with the development of the scenic highway. <br />This policy is related and dependent on Error!
