2.12 Research and Development <br />Agricultural Support <br />Policy 41 Increase capacity to provide education and outreach and enforce conditions on grading and <br />grubbing permits to require screen planting, erosion control planting, or other treatments to <br />maintain the good appearance of graded areas, reduce the detrimental impact on adjacent <br />properties, and protect watersheds. (HCC 10-12 (c) <br />Policy 115 Develop increased capacity for County -level agricultural specialists to liaise and coordinate <br />with State and Federal Agencies in improving and implementing policy, increasing <br />agricultural education, and promoting opportunities for expanding markets for locally <br />grown products. <br />Policy 116 Encourage the establishment and continued operation of open farmers' markets to allow <br />local agricultural producers to market their products. GP 6.3 (1) <br />• Coordinate this effort with Policy 126 relating to the State Scenic Byway Program. <br />Policy 111 Develop a distinctive identity for the Hdmdkua region to enable public and private industries <br />to promote it as unique within the State of Hawaii. (GP2.3 (o)) <br />Policy 113 Pursue brownfields assessment grants to complete the Phase I and II environmental <br />assessment for high priority sites in the Planning Area. <br />Policy 121 Promote and develop the island of Hawaii into a unique scientific, environmental, and <br />cultural model, where economic gains are in balance with social and physical amenities. <br />Development should be reviewed on the basis of total impact on the residents of the <br />County, not only in terms of immediate short run economic benefits. (GP 2.2(h)) <br />Policy 122 Encourage the development of a visitor industry that promotes small business development <br />in harmony with the character of Hdmdkua and with the environmental and social goals of <br />residents. (GP 2.3(c)) <br />Policy 123 Encourage appropriate visitor -related uses and facilities.
