Policy 125 Encourage and assist in the promotion of festivals and events that celebrate regional <br />culture, heritage, and agriculture. <br />Energy <br />Policy 110 Use alternative energy sources at County facilities within the Planning Area. <br />■ Add electric vehicle charging stations at appropriate facilities; <br />■ Add solar lighting in appropriate parking areas; <br />■ Add photovoltaic systems and/or solar hot water systems to appropriate facilities. <br />Studies & Report <br />Policy 19 Seek funding and support continued scientific research relating to coastal hazards (e.g. <br />research on erosion rates, slumping rates, slope stability studies, sea -level rise rates, <br />tsunami inundation mapping and coastal stream flood mapping, etc.). <br />Policy 30 Conduct a feasibility study for a County -wide Transfer of Development Rights (TDR) and/or <br />Save Land for the Future (SLF) program. If feasible, adopt any necessary enabling County <br />legislation. (HRS Section 5146-136) <br />Policy 112 Commission a study of Economic and Financial Impact (EFI) Reviews and recommend <br />integration of EFI Reviews into existing regulatory and approval processes (e.g., the <br />Environmental Impact Statement process and community benefits agreements). <br />Telecommunication <br />Policy 109 Collaborate with local businesses, community groups, and private enterprises to develop <br />Wi-Fi service within appropriate towns. <br />2.13 Water Supply <br />Policy 78 Water system improvements shall correlate with the County's desired land use development <br />pattern. Work with Department of Water Supply to ensure that adequate infrastructure is <br />available in appropriate locations to support infill growth within Hdmdkua CDP Urban <br />Growth Boundaries. <br />Towns identified in the Hdmdkua Planning Area where water availability may be inhibiting <br />infill capacity are as follows: <br />• Pepe'ekeo, <br />• Hakalau-Wailea, <br />• Honoka'a, <br />Continue to evaluate growth conditions to coordinate improvements as required to the <br />existing water systems. <br />County water distribution systems shall not be extended outside the Urban Growth <br />Boundaries established in the Hdmdkua CDP Land Use Guide Map, with the exception of <br />water designated specifically for and limited to agricultural irrigation and livestock. <br />26 <br />Hdmdkua CDP Guidance to Agencies <br />
