This is just a blow-up of the area south of the Alenaio Stream. This is the concept of the <br />proposed subdivision for residential units, and access would be off of Mohouli Street. <br />These are some site photos. These two photos were taken from Komohana Street. This one is <br />looking southwest so you have the Pu`u Honu Cinder Cone on the right side of the slide. This is, <br />this is kind of taken directly across from that medical center, and then again you see the Pu`u <br />Honu Cinder Cone, the Pu`u Honu Tract residences are located in this area here. <br />These are site photos taken from the very top of Ponahawai Street at the Komohana intersection, <br />so the extension of Ponahawai Street would be located in this area here, and then a view of the <br />property from Mohouli Street extension. This is located standing just near the Lakeview Estates <br />Subdivision looking towards Hilo Bay kind of in a southeast direction. So, the subject property <br />is located in the entire picture here. <br />The Director is recommending a favorable recommendation for the Applicant's request to amend <br />Condition D, E, I, L, N, KK, and 00, and for, the Planning Director is also recommending a few <br />additional amendments to Conditions J, K, O, S, FF, GG, HH, and then he's also recommending <br />that you forward an unfavorable recommendation for the Applicant's request to amend <br />Conditions P, Q, and R. And, I'll go into a little bit more detail here on that. <br />So, this slide shows the Applicant's requested amendments, theoh, let's go backāthe <br />amendments highlighted in yellow are the request that the Director agrees with. So, you can see <br />he agrees with the majority of the requests except for Condition P, which was to modify <br />construction and completion requirement of the Ponahawai Street Extension; Condition Q <br />modifying access requirements; and Condition R to modify the curb, gutter, sidewalk <br />requirements. <br />In addition, the Director is also recommending a few other kind of housekeeping changes to the <br />ordinance. Condition J and K related to Water Supply, and these amendments are just being <br />proposed to recognize that there are 200 existing water commitments for the property and the <br />need for a revised water master plan. These revisions are based on the Department of Water <br />Supply's memo that were provided in late 2018, early 2019. <br />The Director also recommends amending Condition O to clarify that the entire Wailani Project <br />District must connect to the County sewer system, and in their memo last November 2018, the <br />Department of Health, Wastewater Branch confirmed that the project needs to connect to the <br />County sewer system and that they will not approve the use of individual wastewater systems. <br />The Director is also recommending deleting Conditions FF, GG, and HH, and adding a new <br />Condition EE. This is related to archaeology on the property. The Applicant has provided <br />SHPD and the County their archaeological inventory survey, mitigation and preservation plans. <br />Those have been completed and approved by both the State and the County, and so now they're <br />just at the stage of implementing any preservation measures. So, those conditions would be <br />reflected, changed to reflect the current status of their compliance with these archaeological <br />conditions. <br />EXHIBIT C <br />5 <br />
