REPORT OF THE
COMMITTEE ON PUBLIC SAFETY
DATE: October 6, 2020 Re: Comm. No. 1080
PLACE: Council Chambers
Hilo, Hawai`i
TIME: 9:04 a.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Public Safety, to which was referred Communication No. 1080, reports as
follows:
Communication No. 1080, transmitted by Mayor Harry Kim, dated September 18, 2020,
appoints Maria Shon Magsalin of Council District 1 to the Fire Commission.
Ms. Magsalin has been a resident of Hawai`i for 35 years and is a retired Registered Nurse and
supervisor who worked at the Hilo Medical Center for the past 20 years. If Ms. Magsalin is
confirmed, she would serve a term ending December 31, 2020, and will qualify to reapply for a
full five-year term.
Ms. Barbara Kossow, Deputy Managing Director to Mayor Kim, introduced Nominee Magsalin.
Ms. Magsalin appeared in Hilo Chambers and offered a summary of her expertise and responded
to questions from Council Members.
Several Council Members commented in favor of Ms. Magsalin because of her background, and
because of respected individuals that recommended Ms. Magsalin for this position. The vote
was then taken with all present Council Members voting "aye."
Chair Rebecca Villegas stated that Ms. Magsalin is not required to appear at the next Council
meeting on October 21, 2020.
Pursuant to Section 7-4.5 of the Hawai`i County Charter, the Fire Commission shall consist of
nine members, one member shall be a resident of each council district, appointed by the Mayor
and confirmed by the Council.
PSC Report No. 16
