Mansour as Director for the County of Hawaii Department of Environmental Management, pursuant to Section 6-10.2 of the Hawaii County Charter. This appointment was effective at 12:00 noon on Monday, December 7, 2020. Mr. Mansour currently serves as the Division Chief of Wastewater Treatment and Disposal and special assignment to the Director of the Department of Environmental Services for the City and County of Honolulu where he oversees all wastewater management. Prior to his current role, he spent 20 years as the Senior Engineering Manager for the Kern County Waste Management Department in California. Mr. Mansour will serve a term co -terminus with my tenure, which will end on December 2, 2024. Pursuant to Rule 5(6) (g) of the Rules of Procedures and Organization of the Council of the County of Hawaii, we respectfully request a waiver of nomination through committee so that it may be considered by the full County Council on December 23, 2020.
