REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: August 18, 2021 Re: Comm. No. 331/Bill No. 57 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 57, reports as follows: <br /> Bill No. 57 amends ordinance No. 13-98 which reclassified lands from Agriculture - 3 acres <br /> (A-3a) to Single Family Residential— 10,000 square feet(RS-10) at Waiakea, South Hilo, <br /> Hawaii, covered by Tax Map Key: 2-4-003:Portion 021. The Windward Planning Commission <br /> forwards its favorable recommendation for approval, which would delete Condition C (Time <br /> to Secure Final Subdivision Approval) in its entirety and amend Condition K(Fair Share <br /> Contribution). The property is located along the north side of Kawailani Street, adjacent to and <br /> east of the Life Care Complex. <br /> Bill No. 57 was amended with the contents of Communication 331.2, which removed <br /> Condition R to keep language consistent throughout the draft ordinance. Bill No. 57, Draft 2, <br /> was then postponed on August 3, 2021,to address suggested roadway improvements submitted <br /> via testimony by a neighboring property owner. <br /> Your Committee took this matter up again on August 18, 2021, whereby Committee Member <br /> Sue Lee Loy made a motion to amend Bill 57, Draft 2, with the contents of Communication <br /> No. 331.4, which includes roadway improvements agreed upon by the neighbors and the <br /> applicant. Planning Director Zendo Kern was present in the Hilo Chambers to discuss <br /> Communication No. 331.4, which includes a 50-foot right-of-way, a 20-foot pavement <br /> widening that will accommodate parking, and a 3-foot-wide asphalt-paved Swale for pedestrian <br /> access. <br /> Committee Member Aaron Chung asked if a traffic study was conducted for this project, to <br /> which Director Kern responded that this project did not trigger the County criteria requiring one. <br /> Committee Member Matt Kaneali`i-Kleinfelder asked what the Planning Department uses to <br /> assess whether to require a traffic study, and Director Kern informed him that Department <br /> practice has been to require a study when 50 vehicle trips are generated, with one car assumed <br /> per lot. <br /> PC Report No.: 28 <br />
