M�VOFH,'', <br /> COUNTY OF HAWAII •��• �''�-��' /•t�• STATE OF HAWAII <br /> ....................... <br /> RESOLUTION NO. 307 22 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> HO`OMALU <br /> WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund") "to preserve the land,promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be <br /> used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for <br /> grant-in-aid project funding; and <br /> WHEREAS, Ho`omalu Ka`u is a 501(c)3 nonprofit organization with a stated mission of <br /> its project committee, Kahua `Olohu, "to support and guide a community-managed wahi pana of <br /> Kau based on the cultural, spiritual and educationalpractices and protocols of our ancestors"; <br /> p <br /> and <br /> WHEREAS, Ho`omalu Ka`u submitted a Maintenance Fund stewardship grant <br /> application to continue providing land stewardship and cultural education for the Kahua `Olohu, <br /> Kaunamano, Ka`u property; and <br /> WHEREAS, during its September 9, 2019 meeting and pursuant to Section 2-217 of the <br /> Hawai`i County Code 1983 (2016 Edition, as amended),the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation of the project <br /> applied for by Ho`omalu Ka`u to the Director of Parks and Recreation; and <br /> WHEREAS, the project proposed by Ho`omalu Ka`u was one of five Maintenance Fund <br /> stewardship grant applications that the Department of Parks and Recreation Director evaluated in <br /> Communication No. 267, submitted to the Council on May 7, 2021; and <br /> WHEREAS, after requesting and receiving an amended budget plan from Ho`omalu <br /> Ka`u,the Department of Parks and Recreation Director then issued Communication 267.2 to the <br /> Council on December 15, 2021, recommending that the organization has the ability to complete <br /> the proposed project in compliance with the Charter, as planned for in its application; and <br /> WHEREAS, awarding a stewardship grant to Ho`omalu Ka`u will allow it to clear the <br /> 13-acre parcel and acquire equipment for long-term maintenance; and <br /> WHEREAS, this grant will also assist Ho`omalu Ka`u with its implementation of an <br /> ultimate goal to prepare the land for cultural education and malama `aina stewardship towards a <br /> vision of future Makahiki events being held at this site; and <br />
