No. 133/Res No. 71-23 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii I <br /> TIME: 10:31 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 71-23, reports as follows: <br /> Resolution No. 71-23,transmitted by Finance Director Deanna Sako, via Communication No. 133 <br /> dated February 16, 2023, authorizes the Mayor to enter into a multi-year housing assistance payment <br /> contract with the property owners of the projects selected for the Section 8 Project-Based Voucher <br /> program as offered through a public notice dated July 12, 19, and 26, 2021. <br /> This resolution authorizes the Mayor to enter into a multi-year agreement for the following proposed <br /> voucher projects: E Kama Mai Apartments, Hale Ola O Mohouli, Hualalai Court, Kamakoa Nui <br /> Workforce Housing, and Kuakini Heights. <br /> Committee Member Holeka Goro Inaba asked Housing and Community Development Specialist <br /> Michael Yee if Resolution No. 70-23 and 71-23 were transmitted individually because it was put out <br /> to public notice separately,to which Mr. Yee replied, "correct." <br /> Committee Member Michelle Galimba asked Mr. Yee to explain these projects' locations. Mr. Yee <br /> stated that E Komo Mai and Hale Ola O Mohouli are in Hilo; he was unclear on the site of the Hualalai <br /> Court but noted that it was located in West Hawaii; Kamakoa Nui is in Waik6loa; and Kuakini Heights <br /> is in Kona. Mr. Inaba later clarified that the Hualalai Court project is located in Hilo, off Hualalai Street. <br /> Committee Member Jenn Kagiwada asked if these are existing projects or being built,to which he replied <br /> that E Komo Mai Apartments is the only existing project. <br /> Committee Member Cindy Evans asked, with the decline of newspaper readers, if the department plan to <br /> publish these notices on their website, to which Mr. Yee replied that currently,the administrative rules <br /> state that these notices get published in the West Hawaii Today and the Hawaii Tribune Herald, and <br /> until we change those rules that's what they want to follow. He further stated that he agrees with <br /> Ms. Evans, that trying to reach the public by those means is not the best way anymore.
