Kimball, Chair <br /> And Members of the Hawaii County Council <br /> FROM: Dr. Holeka Goro Inaba, Council Member _ <br /> Council District 8 r <br /> SUBJECT: Recommendations for Waiwai Nonprofit Grant Organizations for FY2023-2024 <br /> Enclosed for your review and consideration are the recommendations of the Legislative <br /> Approvals and Acquisitions Committee (LAAC), for the FY 2023-2024 appropriations for grants <br /> to nonprofit organizations. These recommendations were made after the review of all eligible <br /> applications that were provided by the Department of Finance via Communications No. 66.1 and <br /> No. 66.2. <br /> In accordance with Chapter 2, Article 25, section 2-139(a)(1)(A) of the Hawaii County Code, <br /> $2,500,000 is appropriated to the County of Hawaii Waiwai Nonprofit Grant Program. On <br /> January 31, 2023, the application submittal deadline, two hundred 218 applications were <br /> received by the Department of Finance. Sixty-three (63) applications were determined ineligible <br /> due to incomplete packet information. A total of one hundred fifty-five (155) applications were <br /> determined eligible with requests totaling $5,007,500. <br /> For comparison, in 2022,there were one hundred thirty four(134) eligible applications with <br /> requests totaling $3,440,000 for which the Council fully funded all requests. <br /> On February 7, 2023, at a meeting of the LAAC, an Ad Hoc Committee was formed for the <br /> purposes of application review and award recommendations. Members of the Ad Hoc <br /> Committee were Council Members Cindy Evans, Michelle Galimba, Sue Lee Loy, and myself <br /> serving as Chair. The first meeting of the Ad Hoc Committee was held on February 7, 2023, for <br /> establishing timelines and defining roles and responsibilities. <br /> On March 1, 2023, eligible applications along with the grading rubric were distributed to all <br /> Council Members for scoring. <br /> Comma No. <br /> Ref.To: LW <br /> Ref.
